Rental Housing Production and Preservation

 

Housing Services Alliance develops affordable rental housing communities including new construction and the acquisition and rehabilitation of existing rental housing. Housing Services Alliance developments utilize a mix of public and private resources and can include new construction and acquisition/rehabilitation. Primary funding sources are the Low-Income Housing Tax Credit Program, HUD, Rural Development Housing Finance Programs and state and local affordable housing finance resources. Housing Services Alliance carries out its rental housing and preservation activities either as direct developer, in joint ventures with other nonprofit organizations, or as owner/sponsor with other experienced development entities performing direct development activities.

 

In joint ventures, Housing Services Alliance begins by establishing mutually agreed upon and clearly written roles, leadership, functions, and responsibilities for each partner to effectively implement the myriad required development tasks. These include financing applications, the design or the scope of rehabilitation, the coordination of design with architect, construction management, development and partnership accounting and reporting, resident services development and selection and oversight of property management. Each joint venture is somewhat different depending on the experience and expertise of the parties and Housing Services Alliance may or may not take the lead on preparing all financing applications and closing the financing.

 

Housing Services Alliance directly manages its small rural projects and retains top quality private property management firms for larger and urban developments. The firms selected to manage Housing Services Alliance communities are highly regarded in the industry, have extensive experience managing affordable housing communities and share Housing Services Alliance values to provide supportive services at our communities. Housing Services Alliance maintains strong on-going oversight of its communities, including the fiscal and physical conditions. Housing Services Alliance also provides development services in the way of technical assistance to other nonprofit organizations and local agencies which seek to develop low- and moderate-income housing and utilize state and federal housing programs.
